But you’d be wrong.

Jest-Master makes his sole appearance in Issue 81. He’s an alien being who drives everybody in his vicinity insane (much like Gwyneth Paltrow). Apparently it’s a method of testing the worthiness of budding civilisations. The Justice League are not immune to the Jest-Master’s insanity-inducement, with The Atom and Hawkman getting into a fist fight for even less of a reason than usual.

Luckily, the Atom’s wife, Jean Loring, is already batshit insane (as anybody who’s read Identity Crisis already knows), so she’s unaffected and helps the JLA defeat the Jest-Master.
